The meeting was called to order at
Clerk Graf called the roll. Present were Council Members: Anesh, Buteas, McConville, and Rusnak. Also present were Administrator Glenn Cullen, Borough Engineer Len Miller, Borough Attorney Paul Rizzo and Borough Clerk Joann Graf. Mr. Bengivenga arrived shortly after the invocation. Mr. Salerno was at work and could not attend.
Mr. McConville offered the Invocation after the Pledge of Allegiance.
Mayor Butrico opened the meeting for Public comment.
Frank Mikorski asked for clarification of an item in the budget on page 20 listed as Pool System 911.
Michael English asked if the CY2010 budget relies on $1million+ of new tax? Mr. Rusnak replied yes. He then asked for clarification about the budgetary item dealing with payoff of accrued vacation and sick time. Mr. Cullen responded. Mr. English then said he had a problem with the way the Council introduced the budget back in May and then set up meetings with Dept. Heads after the fact.
Mr. Bengivenga defended the councils method and assured Mr. English that this is the same method the Council has utilized as long as he has been a Council member.
Mr. Mikorski asked for information on page 3E.
Mayor Butrico closed the public portion and called for a motion to authorize an Executive Session. Mr. Anesh made the motion; seconded by Mr. McConville and approved unanimously.
The Council moved into Executive session to allow Mr. Salerno time to make the meeting.
Upon their return Mayor Butrico announced that no additional business needed to added.
Mr. Rusnak made a motion to adopt the CY2010 Municipal budget; seconded by Mr. Bengivenga.
Clerk Graf read the budget resolution located on page 42 of the Budget document.

Mr. Cullen gave a brief summary of the CY2010 Budget highlights which included that the budget total for 2010 is $26 million with a tax rate of 1.226. The borough has budgeted and already paid the full pension appropriation required. The budget is approximately $46,000 below the Levy Cap and over $2 million below the expense cap.

Mr. Bengivenga made a motion to approve Resolution # 10-204; seconded by Mr. Rusnak. as follows:
WHEREAS, the New Jersey Department of
Transportation (NJDOT) is accepting applications for Municipal Aid projects, and NJDOT
will provide financial assistance to municipalities for transportation infrastructure
improvements which are selected through the grant application process.
WHEREAS,
NOW, THEREFORE, the South Plainfield Borough Council does hereby
approve the grant application for the above referenced project; and
BE IT FURTHER RESOLVED that the Mayor and Municipal Clerk are hereby
authorized to submit an electronic grant application identified as MA-2011-South Plainfield Borough-00284 to the New Jersey Dept.of
Transportation on behalf of the Borough of South Plainfield;
BE IT FURTHER RESOLVED that the Mayor and Municipal Clerk are hereby
authorized to sign the grant agreement and that their signatures constitute acceptance of
the terms and conditions of the grant agreement and approves the execution of the grant
agreement.
